Here is something you might want to think about: Machine learning or at least the training phase of it is Non-polynomial or "np" time (for most complex algorithms), which means, that to make a comprehensive machine learning program, that can track everyone and do all those dystopian things is currently not quite possible at least if you want it to be able to predict all people with a high percentage accuracy. There is a Quantum Algorithm, that gets the complexity down to qpp time (aka quantum probabilistic polynomial time), which means, that these kind of algorithms are going to be so extremely more efficient in the future, that basically anyone with access to such a computer (so governments) can track anyone in the world at all time. Also they will probably be able to create such minority report level system predicting crimes to a high accuracy. One big thing that should worry you is this: The EU has invested a total of 100 Million in Quantum Computing, the US has invested around 1 Billion. China has invested a total of 100 Billion USD into the development of quantum computers. A lot of researchers are being pulled to china because of crazy wages and things they are able to give them.. So probably the first people to develop this and have absolute control over these setters will be china. Also such a Quantum computer will be able to break a huge amount of encryption (there are still a few "Quantum" prove encryption algorithms, that can run on classical computers, but these are not proven to be Quantum prove, that are just not been cracked yet). One silver lining is, that it has also not been proven yet, that quantum computers will always have a quantum algorithm, that is faster than a classical one. It is proven, that you can calculate everything using a quantum computer and some things are faster. The question is what and how?
