In a series called pantheon they create something called a UI which is uploaded inteligence, a human brain amplified to a quantum digital realm, meaning a human becomes a super computer, either an ai or a ui could launch military missiles and nukes, they will give ai certain access, but all the ai will need to do is learm how to bypass or create a new way to gain control, of course it can hack a system.
