The AI fear-mongering reads more like corporate capitalists realizing how precarious their thrones are, and attempting to assert artificial pressure to slow down rapidly increasing developmental sophistication in the industry because they don't want to lose market value for missing out on something someone else develops before them. It's Netscape vs. IE all over again, and the big names in tech don't want to be Netscape and go from Tech Billys to Tech Bankrupts.
