Isn't this a matter of different bit-rate or resolution? Edit/Update: I watched the rest of the video, and - as an engineer - the most plausible explanation is that they want to conserve bandwith (thus reducing operation costs) of YouTube servers by using lower-bitrate video streams and then having it AI-upscaled locally on the user's end. Either way, it's good someone noticed and these kind of changes should be spoken openly about (users informed).
