It is far better in this case to fund the individual rather than the industry. When I was 7 I got a filling on the NHS, not because I needed one, but because that was how the dentist got paid,.. nuts! Much better give the individual some money so they can just pay when they need to see the Dentist. Is the Dental industry in any trouble? No, because it's private.
