Idiots all around. The two clowns on the corner facing the pedestrian crosswalk have the right of way. The pedestrians were in the wrong for standing there *AND* the two Waymo cars were in the wrong for violating the pedestrians' right of way. That whole situation was unsafe even before the bad turn.
