Like, come on now, being smart doesn't automatically make you an expert in every field. Stephen Hawking was a theoretical physicist who got his PHD way before computers were even particularly useful and Elon Musk the CEO of an electric cars and space flight company (who admittedly has made some AI developments but those were by actual experts in AI, not him). And, besides that point, putting a "global ban" on the military use of nuclear bombs after WWII, determined by a bunch of influential people with no experience in nuclear technology or military background and then expecting the USSR to abide by that contract.
