What will happen is an increase in media coverage for tragic accidents caused by "distracted driving", cars allegedly being used as weapons and so on. This will allow for legislation approving only autonomous vehicles on the road. Those who disagree or who cannot afford such new vehicles will use mass transit or newly created bike lanes (as have been well-funded for exactly this result).
