1. no, ai art will never fully replace human creativity. This is because the ai doesn't create things on its own, it uses art that already exists. Without any existing art ai art wouldn't work, it relies on us.
2. yes, if an ai is trained using images that an artist made without that person's permission, that is stealing. since the ai literally samples from these, I'm not the best at explaining it but I've seen videos that describe the whole process and explain why. When humans reference something we see it and then create our own thing, rather than literally using pieces of that to create something else.
3. bonus, the top comment's question ; is ai art even something we want? this is much more of an opinion based question, and not a moral one. I say yes, as an artist myself I find it very useful for inspiration and visualizing concepts. not only that but it's fun, people enjoy being able to create things that they otherwise would have no idea how to.
