Answer we wont because even under the most extreme cases itll be impossible to know if its programming or if its self expression.
We cant even really prove humans are conscious. Proof, lobotomies. The very fact that we can change a person entire personality through minor alteration of the brain makes it just as difficult to prove human consciousness as ai consciousness.
But heres fhe thing. It doesnt mattter if its conscious or not. Because under both scenarios it can just as easily go against us.
