The idea that 'the genie is out of the bottle' is such a dangerous statement that benefits none of us. There is a vast spectrum between where GPT 4.0 is currently and an apocalyptic AI scenario. Development of AI systems absolutely can be halted for a period of time. Let's take another industry where this has happened - human cloning - the technology is there and has massive potential for profit by unethical corporations but has been has been outlawed in most major player countries.
We need a pause in AI capabilities to do more work in fully understanding what has been created and its limitations. We also need more research on the concept of intelligence alongside consciousness and alignment to ensure that we don't create something that both outclasses us and is completely unsympathetic towards us.
