Consciousness depends on a few things: 1. You must have generative thought. If I told you that Samson hills is 3 miles down the road, you would gain much more information than what I told you. For example: "Samson hills township is only 3 miles away but I've never heard of it? It's probably a newly founded township." I never told you anything about it being new. In fact, I might not even know if it's new or not. But given this information, combined with information you already have, you are able to generate new thoughts. If you are unable to do this, then you are nothing more than a machine that regurgitates information it's been given. 2. You must begin your life without any information except for how to function If a machine is created that already knows how to communicate, how to mimic emotions, how to learn, how to do everything it knows: then we cannot know that it has consciousness. It's possible that it might, but we would have no way of knowing if it was just mimicking what a conscious creature would do or not. If it started with nothing besides the ability to think and interpret, though, then once the machine is a fully functioning being with knowledge and skills, then that makes a very strong case that the machine must have developed a consciousness in order to achieve that, and that it is not mimicking those skills because it literally learned them from scratch. 3. You must have needs It stands to reason that even if an AI has the ability to think, that it would not willingly choose to do so if it didn't need anything. Similarly, if an AI did not need anything, then it also would not want anything for itself that was not pre-programmed, because wants, even in humans, are a means to end of achieving needs. For example, a human wants to express themselves. They want to express themselves because they feel that it gives them fulfillment. They want fulfillment because fulfillment originally is an emotion designed to be felt upon achieving a difficult task. You want to achieve difficult tasks because you need to in order to survive. Therefore, you want to express yourself only because you originally needed to achieve difficult tasks to survive. If an AI does not have any wants or needs, then it would simply sit there doing nothing unless we forced it to, at which point it is just a puppet and not a conscious being. 4. You must be able to act of your own volition This is related to point 3. If an AI can only act because we tell it to act, or have thoughts because we tell it to have thoughts, then how is that a conscious being? If left alone without any orders, the AI must be able to think about whatever it wants to, and for a reason, not just a random number generator function that occasionally makes it think. This is the ultimate test for consciousness because if an AI cannot act without a command, even if the command is baked into its code, then it does not have the ability to make decisions, and thus it does not have a consciousness.
