Think about it this way there was a time in the 1800s where Russia was in a famine now the state could’ve gave the excess wheat. They had to the people suffering from the famine, but the people who owned the wheat realize they could just make more money by selling it to the rest of Europe, who actually had the money to buy the wheat at market value rather than give it away for cheap to those who are starving.
It’d be the same thing for every other industry why give away cheap housing when you could just make luxury apartments for those who still have an income because they own AI or have inherited wealth
