In reality, it's more likely that most people will use it to generate cat videos and porn, while government use it to make new viruses and chemical weapons that will eventually get out. If there is a "crackdown" it will be to "protect the children" even if they are AI generated and possibly planted by the government to dissuade whistleblowers from telling on them for making new chemical weapons and viruses.
