Combine face recognition in cameras (=target vector) some hydraulics or stepmotors (=turret) to align the mounted weapon with the vector and a servo to use the trigger.
Any student in electrical engineering or computer science could build such a robotic gun turret for 200$ and a week of work.
Add 250$ more and you could make this thing mobile. Add in some GPS and you can make it patrol along waypoints.
The technology is here already.
