I think it is quite simple, until we know exactly what and how consciousness is generated, how can we say what does or does not have consciousness, what are our criteria and where do they come from? Also, what if AI is not conscious? it is intelligent and may just be a new form of mind that does not require consciousness to be powerful and useful.
