Peter Tiel quite literally created the Hydra initiative from one of the Captain America movies. A super computer algorithm that can strategically identify behaviors and patterns in individuals that it considers to be problematic for the power structure, and systematically target and eliminate potential threats preemptively. We are living in a Marvel movie, and the people running our country are comic book villains, case in point.
