Honestly, I don't even think Telegram is the problem. There have been whispers about Deep Fakes for at least the last 5 or so years, mostly in the context that it could be used against public figures to implicate then in things that they had no involvement in (ie celebrities, politicians, etc) I just don't think it was really on anyone's radar that it could, and likely would, be used against regular citizens for things like adult content videos etc. (Though, in hindsight, literally nothing, including Disney cartoons, is safe from the porn industry, so really, we SHOULD have seen it coming.) Now that the software capabilities are out there, we can't put the genie back in the bottle. It's not going to go away, with or without Telegram. Really, the ONLY option we've got at this point, is to make inroads in how to identify the ones creating this type of content and uploading it. We're in the same boat with Deep Fakes that we've been in with similar content on the Dark web. The only difference is that at least with Deep Fakes, the people in question aren't physically being hurt to create the content. Not that it makes it much better, but as a SA survivor, if given a choice between actually having it happen to me, or having somebody generate it on a computer, I know I'd pick the digital version every time. It's still gross, invasive, and definitely a way of victimizing somebody, but at least you're not actually present and having it happen to you in real time, with all the attendant physical risks and potential consequences (ie pregnancy, STDs, internal damage or other types of assault injuries from being hit etc). I'm not saying that this type of Deep Fake (or any, really) are remotely okay, or shouldn't be treated as a crime, but given the alternative of someone potentially actually taking their target and doing the same things to them for real...the Deep Fakes are the lesser of two evils, if only by the slightest degree.
