Jesus. Like I could imagine using a machine learning algorithm to sort of predict a general location where crimes are likely to happen and then patrolling those areas more often, but using it to single out actual people is just crazy. You are bound to get at least some innocent people that way. In fact from the sounds of this program I wouldn't be surprised if most of the people on the list were innocent.
