It's really a problem of population density, or the lack of in our cities. NYC famously has the best mass transit in the US, but it only works because there is a high population density. Where all the people live work and shop near all the train and bus routes, but all those train and bus lines can't exist without enough riders coming and going to the same places. Driverless cars won't solve this problem, like you said they will just be more cars on the road.
