One thing, robots need care
They can build a robot to care for robots but that robot will also need care then another care bot and another and another then it gets too expensive
Use nanotechnology? Mini robots? That can get lost? Or break down and you'll never find them again?
Eventually, they'll turn to the people to help once the bots start to rust, grease up, and grind until they smooth out and need to be replaced because it gets too expensive to run electricity for hours and hours on end with millions upon millions of gears wires, and grabbing claws
They could up the prices but who's going to buy it when everybody doesn't have money and the government doesn't get the tax money, you can't put everyone in prison
