Tax AI labor at 15x the rate of human labor per unit of output, then earmark every penny of those funds for direct distribution to Americans as UBI with the costs of the distribution paid out of the federal budget so they're incentivized to do it as quickly and inexpensively as possible. Employers who desperately need to use AI labor will do so, funding living standards for citizens, while most companies will refuse to use AI labor because human labor is thus less expensive and higher quality.
