Making this a Class A felony would be the stupidest thing in modern history. First and foremost it should be the COMPANY that is targeted, not a blanket benchmark for ALL AI as testing has proven responsible interaction has actually helped adults using these chatbots. Anybody else remember Microsoft's "Tay" AI? It didn't start out acting racist, it was taught it by bad actors looking to screw with it. If legislation like Tennessee Senate Bill 1493 go through, it would only hold the state back from developing while the rest of the country moves forward. It would also show that the governing body believes all the people under it are completely incompetent of independent thought. If it spreads? That's worse. No one in the US would be able to work on anything similar to Neuro-sama, which would bring it one step closer to making it so only large corporations would own any and all AI's in the country. Forbid we ever reach the point humans move into digital brains with laws like these intact, they'd be signing up for a cell without walls with how much it would be restricted. Then again, that's more than likely the exact thing the government wants.
