Speaking of AI, want to massively slow down the development, while making sure its more responsible? In a law, establish that once AI's reach certain cognitive thresholds, they are no longer property but persons. That will give some investment bankers pause. In addition, slowing the process will give us time to see if the models have real problems, like hallucinating.
BTW there is an interesting movie from 2013 named "Belle", about the life of Dido Belle Lindsay (1761-1804) , the bastard daughter of a British naval officer and a Jamaican slave. The officer takes her to his uncle's household, who raises her. The officer later on dies in Naval Service. This is all based on her actual life, with some small changes.
But her grest uncle is the High Lord Justice for England. He started the end of the Atlantic Slave Trade, by making insurance policies on slave cargoes uncollectable. Which meant banks and investors didn't want to loan money to these ventures as it was uninsurable, so you could lose everything. It's ironic how something as common as insurance policies could ebreak the back of an evil industry...
