I don't think we will ever know if an AI is truly conscious, rather than mimicking human consciousness, unless we create and "grow" an AI with no access to human ideas or design. This doesn't help much because we then wouldn't be able to communicate with or understand the AI. The issue there is that in the absence of human influence, AI probably wouldn't "evolve" into something conscious or human-like without a very specific evolutionary circumstance.
