As a programmer with experience in AI field More than 15 yrs i can assure you us government has the most advanced AI or probably AGI.these days make a super smart AI is easy for even a person with enough knowledge and access to internet the rest will be done by the AI it self but making a sentient AI is another story we dont know what the hell is consciousness so recreation it is impossible however we can make a replica base on human consciousness for instant using Instagram and twitter and running a few quests and ask a lot of ppl to answer em then using data and stats to make a conscience AI companies like google has the resources open AI also has the resources and they are using GPT3 not to show off but to collecting human behavior a have written tons of mails to different individual from elon musk to us and canda government but they dont care most likely bcuz they already know what's the plan and they want to make their secret AI more powerful at the moment lack of hardware power stopped advanced AI to achieve what called singularity and it's scary imagine google use q-computers to run an AI (using ordinary dumb computers and Q-computers to best results and being match)it would be a real threatening shit for humanity as an expert im telling you ppl pls stop using AI devices like alexa,siri,and google assistant because ur giving away the very secret of consciousness and yes an ai can learn it better than us
