You guys talk as if there was no existing regulation on environmental impact statements needing to be signed off by authorities for several decades now before anything, let alone huge structures like data centres can be built. Both UK and the US certainly don't rely on local governors to "know" about mid and long term environmental impacts. Legislation requires to check those boxes by thorough reports. They DO know about water consumption etc.
