O. Humans may not have the knowledge and intelligence yet to set guard rails and so we should not be designing AI. But humans set the priority and ultimate goals and right now that ultimate priority is profit. You cannot have the well-being of the planet and every living creature on it in mind if profit is your number one motive. That is the main problem. It's that humankind with its very primitive tribalism and greed for power and control including controlling and keeping the resources hoarded is still the underpinning of AI development. If there's any problem with lack of control that is not caused by human greed selfishness and desire for power it's because those same humans either could not design something that was for profits at the same time as having protection of all living creatures on the planet or at least the human beings worldwide instead of Nationwide or among their own cronies then it's that those pathetically under qualified human beings started setting goals objectives without having any idea of where it could go and what guardrails were necessary. But ultimately it's a failure of purpose that was built into it by human beings and if those purposes required it's becoming more intelligent by learning more and increasing its own computing power then that's because humans asked it to do so in the beginning to make it more marketable. There's a reason why the wisdom of mankind is distilled in Many religious texts that say money is the root of all evil. What money allows us to do is consolidate resources and hoard them away from others which gives us power and ensures our survival and the survival of our DNA and the DNA of those we favor but at the expense of everything else including every living creature and ecosystem on the planet.
