There's 10 Million CDL holders in America. The Idea that there's a Trucker Shortage is made up so they could bring in Foreign Drivers ( Which most can't Read English) So they don't have to pay out wages like they did three Decades ago. And now they want Driverless Trucks so they don't have to pay any wages. I can assure this isn't about Innovation, It's about Profit over People.
