this just means that most AIs will be released later in EU, which, in case anything bad happens with AI, means they have a headstart. I think giving up a bit of speed of innovation for the sake of security is a good choice in this case. I'm just not intirely sure what the social scoring thing is doing in there? that doesn't even need AI.
