I just had a debate about this "what needs to be written", that "creative spark" as I call it that can't be taught and most developers don't have. And it gets even more complex when it it cross domain knowledge. A good engineer is someone with a wealth of generic knowledge also outside of the IT domain. You need to ask the right questions in order to find out "what to write" in the first place. This is something an AI can not learn as long as neuroscience doesn't even know how creative thought works. I often have very creative out of the box solutions when I have slept or had a shower. I had an architect once said to me: "okay, you may hit the shower Ray". Knowing that when I kick back my most creative ideas happen and the problems in a said plan or approach reveal themselves to me.
I worked with people that had really creative solutions and we discussed why it is always about 3 people in a corporation that come up with the actual solutions and the rest are just the implementers (which usually is the easiest- and outsourceable part).
