Analog chips can function as an AI's weights matrix. So a single chip could do a chatGPT for probably a few microvolts. Don't know how physically big that chip would need to be, but yeah if you jump off the digital train you can make analog AI dirt cheap to run, but they can't learn anything new. It will always be fresh out of the box.
