Talking about some Skynet sci-fi scenarios or World War 3 is distracting. This isn't some futuristic thing and it's going to enter the battlefield gradually and with no fanfare. This technology is in development today and the wars and oil wealth of the Middle East will make sure that the development continues no matter what the international community has to say. This technology is disruptive because it makes unpopular acts of war and violence easier. Currently, a nation (or company or individual) needs to convince tens or hundreds of thousands of men aged 20-35 to kill or be killed to start a proper war. This is technology that allows partial elimination of that prerequisite of war simply by buying machines with money. Not good news for equality, democracy, or nations looking to cut military costs. Very good news for tyrants, private military companies and anybody who wouldn't mind using more violence without asking for mandates or telling reasons. An A.I. won't feel disgusted executing PoWs or watching children suffer after employing chemical weapons - that's mostly useful if you're looking for a way to keep a circle of violence going. A.I. is a tool well suited for modern wars of terrorism, civil war, and complex sources of funding - nobody is going to wait for "Skynet" or "WW3" to use it.
