It's cheaper and easier to ignore them and ostrasize them. If you take clothes from the garbage bin, corporations consider this theft, so they shred and destroy the remains even though they over produced, but its preferable to not donate simply because it is not profitable. The list goes on and on and on. FFS. This is where we're at as a society.
