This isn't an "algorithmic bias", and it's not just a question of training data, it's physics and biology: different colorations serve different purposes. Darker colorations function better for camouflage and protection. Lighter colorations function better for social interactions, signaling, and warning. In humans light colorations facilitate detecting faces and reading emotions; that's why mimes and actors of any race usually paint their faces a brilliant white. This is not something any machine learning algorithm can change, no matter how much training data you give it.
Algorithms that recognize white faces preferentially to black faces are no more biased than the sun that burns white skin preferentially to black skin. And like light skinned people need to put on sunscreen in order to mitigate negative effects of their skin color, if you want to be more easily recognized by algorithms, you have little choice but to use makeup to enhance the contrast between your skin and your facial features.
