If American AI companies won't pay for taxes in other countries, they will be banned there for sure because governments will face social unrest if the majority of the population is unemployed and they have no means to pay them. They won't have a choice. Hopefully by then AI will be commoditized enough so either local companies can provide the AI services and infrastructures or the American AI companies pay their fair share of taxes.
