I think the problem is worse than you think. Maybe some places can muster the political will to actually stop AI. Maybe the EU. Let's dream big and suppose the US does.
Well, China will develop it. Over time the EU/US will diminish in power relative to China, until they take over the world. POP, there goes western ideals and rights.
It's probably better for us to win than them.
AI has to be stopped EVERYWHERE to have any positive impact. It will probably take bitter and brutal war to make that happen.
