No, rogue organization or hacker groups aren't a treat. Training this "AI" models takes too much of hardware & power. Unless several planes full of server grade gpu goes missing the main treat is not even government, but large companies. Because they themselves aren't bound by any laws, morality or ethics (hence there is nothing they can teach they AGI if they achieve it). The AI image generation is a largest theft of intellectual property in all human history. It's like if there was not patent laws. Of course it is good & effective. Just like a humans who aren't bound by any laws or morality would be.
