They don't listen because they know that AI is going to give those people more control. When a governing body is no longer therefore the best interests of the people you start to see it when things like this happen. AI is just the beginning but it's going to allow them to have more control on the population when you have a guy like Elon Musk who loves free speech that goes against what these people want which is just more power and control.
