That scene with the Police AI putting an innocent person on a heat list LITERALLY lines up as the plot behind the DeadSec hacker movement in Watchdogs. The government was literally spying on people, and even when it couldn't get such information, it marked people as dangerous for arbitrary and biased reasons like where they lived.
