While AI is a great risk for causing the next world war, I see a ban being some thing that hamstrings the governments of the world against terrorists and criminals. The later doesn't care to follow rules and it's unlikely that the tech could be kept from the general public since it isn't going to be as costly as large armament. you would just be making it impossible for those governments with good intentions to be able defend their citizens.
