Let's assume for a moment that a law existed that required companies to pay a license fee for training data (say, in order to train on "The Force Awakens" film footage and/or dialogue, etc.). OK, so they have to pay a fee to the rightsholder (Currently Disney in this content example). But what about open source projects like "the entire source code of all versions of the Linux kernel"? Something like this has 100s of rightsholders (tens of thousands of individual contributers, in the case of all commits to the Linux JUST the kernel), and the use is goverened by an existing permission license (GPLv2 in the case of Linux) which does not mention AI nor taking the code to train on the models at all, really (well, one could argue that the Preamble of the GPL implicitly says training is OK, but I'm not sure if the Preamble really 'counts' as part of the permissions agreement).
