Nearly every even minimally developed country struggles with the same problem: there is only limited set of industries, businesses, and enterprises - fields of activity in general - that generate most of the valuable products and services the country generates.
Only a portion of population can realistically be doing the jobs those industries actually need to be done, and done by people. The rest won't have the qualifications, ability, willingness, or other requirements (like physical location) necessary to productively participate.
In practice, virtually all countries end up setting up some kind of hack to convince people who have valuable jobs to share the results of their labor with the rest of the population who can't or doesn't. E.g. US is promoting and nurturing consumerism culture, that convinces people with jobs that produce valuable products or services - medical services, automation, management, finance, marketing, advertisements, information exchange and communication, and so on - to share their earnings with the rest of the population some of which is busy with producing junk products. If not for consumerism, producers of real values wouldn't be duped into buying junk, which would result in people holding jobs producing junk loose their jobs with no replacement, and thus loose their ability to get a share of actually valuable products and services produced by someone else in the country.
Same function is partially served by a portion of taxes, same function is performed by an overly large governmental apparatus and government jobs, which in some countries like Russia and China is the dominant sector, and so on.
To add an additional example, in Russia for instance the main producer of real value is oil and gas industry. But only a small portion of population can realistically be employed in it. The rest are effectively kept on life support, earning minimal wage, in a large number of fairly pointless jobs, pushing paper in offices, working for the government, and so on.
It seems to be the necessary evil of the modern world. Some of us do work that actually produces value and feeds and houses everybody. Everybody else just needs to be kept doing at least something to not be in the way, and contribute at least a little bit. And all of that needs to be implemented within a framework of socioeconomic and political system that is at least somewhat stable otherwise - one can not be too obvious that this is what is going on.
