The AI here has a designated goal set by humans, in effect making the humans the ones programming the killing. Saying that the human who programmed this isn't the one who would kill the target is straight out word manipulation and lying. Truthfully, the resopnsibility is proclaimed by the human who programmed the robot as well as the robot. (although AI without any cognitive ability really cannot bear the responsibility)
