Although the vehicle that is furthest from the camera seems in the wrong, if there are two lanes and if there is a vehicle already occupying one lane and the other lane is free, then there is some logic to its action.
Once there, then it is probably right that it will need to go first as it is blocking the view of the approaching traffic for the other vehicle.
Autonomous vehicles are not subject to the morality and good manners that might come into play with human drivers. However, if two human drivers did end up side-by-side the result would have probably been the same.
I would chalk this down to a Waymo success.
