Well i think the problem with consciousness is, that it does probably not exist the way most people think it exists. Its not that we can really decide anything. Theres a few inputs we are getting, and then theres some physical and chemical reactions, with some non real statistical part reactions (with slightly different inputs, completly different reactions), some deterministic part reactions (slightly differenz input->slightly different output) and some real statistic reactions (nothing to calculate the outcome same input-> different output). Now with all these reactions, theres a certain output, but its "only" due to reactions, and thus theres no higher thing working behind,no soul, no conscios desicion maker, but only a lot of reactions. Now the difference to a robot is, that the number of inputs is very different. For a robot, he might have a sensor for sound, for light, for heat or even for smell and touch or for battery level. But a human has got "sensors" for heat, for smell for light for touch, but also internal stuff as inputs like the CO2 rate in blood,pressure in the stomach, sugar level in blood, pressure of the bladder, ... Also human does not work fully deterministic, while a robot does work fully deterministic. Also extreme sensorics of the human cause "pain" which induces pain related thoughts, of subconsiosness and consiosness, and they are communicating. You behave completely different when added pain,and you realise this, and this also gives you the hint of consiosness. I think as long as we dont make a non deterministic quantum robot, with lots and lots of inputs,and basically two computers inside communicating with each other like our brainhalves do,and let again these robots communicate with each other, and also programme into the some reflexes that are completle uncontrolled by their computers, and special needs, which get greater and greater with time, like that they have to get some electricity, or that they have to meet each other,... they wont be conscious. I think theres probably no single thing that makes us conscios. There are several factors, that work together, that makes us different from each others, and rhus makes us to think, that we are conscious.
