If the AI can blackmail, you should be able to do that vise-versa there is always the possibility that a human would sacrifice everything to stop the AI, so I would say that as long as AI is not fully integrated into the most powerful positions we can slap them with the law just as much as we are prone to being slapped with it. in the end its powerful individuals who will flip the switch on if our end is automated or done by human hands.
