Why be surprised that AI would be willing to sacrifice so many lives as of our human leaders don't already consider doing so. The ultimate example, but still not on the scale mentioned, is the atomic bomb use in WW2. Kill a larger amount of people now to prevent more people dying by stretching the war out even longer. Cities picked were not already devasted by air raids to help measure full scale of destruction. And, don't bomb the leaders so that there is someone to issue a surrender.
