The problem you addressed here is fundimentally unsolvable. When done properly tracing the creators of these videos is impossible, the tools to create them are already out on the internet free of charge, some of them are even open source and more will inevitably become available as time goes on, so attempting to stop the creation of these videos is also impossible. The only option that leaves any would be government left with is to go after the website hosting these videos, this is also largely impossible and also generally a terrible idea even if it were possible. There will always be countries that don't care about your countries regulations or fines and so long as the data is hosted there its going to remain online. There is no solution to this problem, the cats out of the bag already, the only logical response at this point from society at large is to accept that this is the new normal and treat video like any other form of information, falible and easily manipulated. The AI wasn't the problem here in your teacher example, it was the teachers bosses having complete control over whether or not to fire that teacher for something she didn't even do that is also completely legal to do in the first place and was also completely unrelated to her work.
