When a states intention is to kill civilians to provoke an “uprising” of the people against it’s own leaders . As the state of Israel as done on multiple occasions . then if Ai picks out a civilian target that will bring on a universal feelings of loss and disgust . Then that is the intention of the attacker and is all part of the plan and not a mistake . This is further muddled by the attacker being the only one that investigates the “accident”.
